General Order 174 Reports
Decision 12-10-029 established inspection programs and record-keeping requirements for utility substations, within GO 174. This General Order was adopted by the CPUC on October 25, 2012, and applies to all electric utilities that come within the jurisdiction of the CPUC, excluding those facilities subject to the California Independent System Operator's operation control and/or FERC reliability standards and Customer Substations. GO 174 requires each utility to submit to the CPUC an annual inspection program summary describing its inspection program and inspection activities for the prior calendar year, no later than July 1st every year.
Substation Inspection Standards
GO 174 requires electric utilities that are subject to the jurisdiction of the California Public Commission to establish and follow an inspection program for equipment inside substations. Frequency of inspections are established by the utility and must be performed by qualified persons. Electric Utilities are required to submit an annual report summarizing changes to their inspection program, completed inspections, and past due inspections for the previous calendar year.
