Portfolios and Modeling Assumptions for the 2021-2022 Transmission Planning Process
The Integrated Resource Planning (IRP) process develops a resource portfolio(s) annually as a key input to the California Independent System Operator's (CAISO) Transmission Planning Process (TPP) base case studies, which includes a reliability base case portfolio and a policy-driven base case portfolio. The California Public Utilities Commission (CPUC) may also transmit additional resource portfolios as inputs for sensitivity studies that test the implications of various policy futures. This page contains documentation relevant to the development of resource portfolios for the 2021-2022 TPP.

RESOLVE PACKAGE: This package contain the RESOLVE model inputs and results for the three portfolios. These portfolios were developed using the same modeling assumptions as the 2019 Reference System Plan (RSP) 46 MMT by 2030 portfolio adopted by D.20-03-028 with a few changes and updates described in the Report. The zip file contains these components:

CEC Busbar Mapping Results
CEC Busbar mapping results for non-battery resources are available at the link provided below. This includes one file that covers the 46 MMT with 2019 IEPR base case portfolio, 38 MMT with 2019 IEPR policy-driven sensitivity portfolio, and the offshore wind policy-driven sensitivity portfolio.

Reliability Analysis
SERVM Analysis of IRP 46 MMT Portfolio for Use in the 2021-2022 TPP, 1/15/2021

Available information includes data used in the SERVM reliability modeling of the TPP portfolios. Most of the data remains the same as was used for the Reference System Plan except data updated as part of the 2019 IEPR update. Two new files were posted that are both identifiable by the mention of 2019 IEPR in the filename including updated MW forecasts for certain demand modifiers revised in the 2019 IEPR and peak and energy forecasts from the 2019 IEPR update.
