Prior to its dissolution in November 2019, the Western HVAC Performance Alliance Inc. (WHPA), was a member and volunteer-driven organization whose mission was to work as a guiding light for its stakeholders and the community at large by educating and facilitating communication and action among a wide set of market actors to inform present and future heating, ventilation, air-conditioning (HVAC) energy efficiency initiatives, regulatory and legislative policies through workforce education & training, emerging technologies, and industry-vetted HVAC strategies and programs.
WHPA originated from the CPUC's Decision 07-10-032 and the subsequent CPUC's 2008 Energy Efficiency Strategic Plan (CEESP) - advising the formation of "An HVAC Advisory Group … -such as manufacturers, distributors, and contractors-to coordinate industry sponsorship of and participation in HVAC strategies. Membership should also include other key players, such as the CPUC, Energy Commission, utilities, local building officials, building owners/managers, consumers, and the Federal government."
The following collection of WHPA generated work products, educational webinars and special projects comprise the WHPA Research Library. It serves as a comprehensive tool for regulators, utilities, the HVACR industry at large and consumers to gain education and information related to energy efficiency, environmental quality, and the sustainability goals of California through a wide variety of topical areas including commercial HVACR, residential HVACR, quality installation, quality maintenance, workforce education and training (WE&T), codes, standards & compliance, policy, measurement and valuation (M&V), fault detection & diagnostics (FDD), and sales tools & training.
While the CPUC was a participant in WHPA proceedings and the CPUC work originated from a Commission decision, the opinions and comments expressed in these posted materials reflect a record of WHPA proceedings and do not necessarily reflect the position of the CPUC, its current or prior staff, management, Commissioners, or the State of California.
