The Information Technology Services Division (ITSD) provides information technology service and support to all divisions.

Procurement and Project Management Section
The Procurement and Project Management Services (PPMS) Section supports the CPUC in information technology (IT) procurement and project management activities, provides an organizational change management framework and serves as the liaison to the Department of General Services and Department of Technology in these respective areas.
Acquisitions and Contract Management Office
The Acquisitions and Contract Management Office oversees all CPUC IT procurement activities consistent with State laws and policies including the purchasing of IT goods and services, creating solicitations, executing contract amendments, and providing contract administration.
Project Management Office
The Project Management Office partners with all divisions of the CPUC to provide necessary resources to manage implementations of technology solutions that meet the goals and objectives of the organization and follows the California Project Management Framework (CA-PMF).
Organizational Change Management (OCM)
The Organizational Change Management area helps projects with adoption and usage of new solutions by preparing, equipping, and supporting people with integrated strategies and plans for the people side of change.
Business Relations Management Section
The Business Relations Management section was established in the Spring 2021 ITSD reorganization to focus on strengthening relationships between ITSD and CPUC business divisions and programs. BRMS is responsible for coordination between ITSD and CPUC programs, new project intake, business analysis, enterprise architecture reviews, IT portfolio tracking, and IT Legislative/BCP analysis.
Information Security Office
The Information Security Office of the Commission supports the CPUC in ensuring that all data, information assets, resources, and technology are secure and protected throughout the Commission. The ISO coordinates with other ITSD sections to ensure that the Commission complies with the Policies, guidelines and best practices dictated through the California Department of Technology and Office of Information Security.
Protecting and Shielding From, Defending Against, and Preventing Malicious Activity
The Information Security Office utilizes, in cooperation and through support with the rest of Information Technology Services Division, both manual and automated tools, processes, and functions to ensure that resources and assets are in place and utilized properly and securely to Protect, Shield, Defend, and Prevent Malicious and/or Adverse Activity.
Monitoring, Hunting, and Detecting Malicious Threats, Risks, and Vulnerabilities
The Information Security Office utilizes all available means, resources, both internal to and external from the California Public Utilities Commission to remain aware of potential threats, risks, and vulnerabilities to our Cyber Environment through different methodologies, communications, and research.
Incident Response, Recovery, and Sustainment of the CPUC Cyber Environment
The Information Security Office conducts Incident Response, Recovery Methods, and Sustainment activities to ensure that the Confidentiality, Integrity, and Availability of Data, Information System Resources and Assets, and Personnel are protected from malicious, accidental, or other potential incident sources as needed or requested.
Risk Management, Governance, and Compliance
The Information Security Office develops and maintains an active role in operations supporting the protection and security of the CPUC Cyber Environment, including the Cyber Risk Management Program, Vulnerability Management Program, Governance advisement and support, and ensuring auditable compliance in CPUC Operations.
Network and Security Services
The Network and Security Services team is responsible for managing and monitoring all data and voice communication links for the Commission.
Implement next generation firewalls to deploy security and offer prevention capabilities to protect our corporate network infrastructure from cyberattacks, malware and other security threats.
Administering the Core switches and access switching platforms with advanced security are the foundation of our corporate network infrastructure.
Managing and monitoring the CPUC’s local area network (LAN), Wide area network (WAN) and Wireless Local area network (WLAN).
Administering and maintaining the Mitel VOIP on-site business phone system that provides easy to manage call handling and collaboration tools.
To provide technical support on the Mitel IP485 phones and the Mitel Connect client which is an intuitive user interface that requires no VPN for teleworkers. It offers easy transition between desk phone, and softphone seamlessly.
Enterprise Infrastructure
The Enterprise Infrastructure team is responsible for enterprise core services for the Commission. The services include physical and virtual server maintenance and support, cloud services such as AWS and Microsoft Office 365, enterprise data backups, identity, and access management along with multiple security technologies.
Client Solutions Section
The Client Solutions Section operates the IT Service Desk which provides the first line of support for the Commission’s computer hardware, software, printers, and mobile devices. The Client Solutions Section also provides Audio-Visual support. Events supported include Commission Meetings, Voting Meetings, and Hearings. We also assist with everyday virtual meetings on the WebEx platform.
Enterprise Software Development Section
The Enterprise Software Development Section is responsible for developing, administrating, supporting, and maintaining legacy and new applications (web and non-web based), supporting Oracle, .NET, Salesforce, MuleSoft, SimpliGov and other development technologies; and providing systems upgrade and analysis services.
Applications Development
The Applications team is responsible for designing, developing, and maintaining legacy Oracle enterprise applications (web and non-web based).
Cloud Automation Development
Cloud Automation team is responsible for new technologies, which enables teams to create, modify, and tear down resources on the cloud automatically, which reduces the manual intervention associated with provisioning, configuring, and managing cloud environments. Services could be used on demand, if and when needed.
Web Development
The Web Development team is responsible for designing, developing, upgrading, updating, troubleshooting, and maintaining non-Oracle applications (web and non-web based), as well as the technical training of administrative users. The Web Development team oversees building and maintaining the Commission’s Content Management Systems which deliver the public websites and the CPUC’s Intranet. The Web Development team assists programs with posting the content they create to the CPUC websites for their program areas, training content authors/approvers, supporting SQL Server Databases, and non-Oracle applications.
Information Technology Operations
IT Operations Management aids the CIO and CTO with initiation and oversight of ongoing operations and technology projects. Provides technology guidance to all section chiefs on standards, processes, and best practices.
