Victor Smith
Energy, Water, and Communications Advisor
Victor Smith joined the CPUC’s Public Advocates Office in 2019 and has since served as a Public Utilities Regulatory Analyst in the Communications and Water Policy branch. Victor has worked on telecommunications and water policy issues including implementation of broadband grant programs, reform of the Commission’s public purpose program surcharge, and implementation of rate trackers for Class A water utilities. Prior to joining the Commission, Victor worked as a financial consultant with municipalities and water agencies across California. Victor holds a Master of Environmental Management from Duke University and a B.A. in East Asian Studies (Chinese) and the Curriculum in Peace, War, and Defense from the University of North Carolina at Chapel Hill.
